The chapter 1 closet report describes meeting Eyeless Jack outdoors, not an EJ route recipe. The developer's chapter 4 reply tentatively says that refusing the proxy mission leads toward EJ if you are a proxy. Its qualification matters: this is a single-source developer suggestion in that context, not a universal route switch.
EJ is on the developer route list. His redesigned sprite is in the chapter 2 devlog; Laughing Jack's conversation is in the chapter 3 bug note. These are the same developer source. The 63% stall report is one player's experience, not a threshold or puzzle solution.
